The opening of food and beverage booths is the highlight of this event, visitors can try the food and drinks served for free, and if interested in buying, they can contact the contact person listed on each booth. The event began with the presentation of the Safety Campaign, especially the presentation of natural disaster mitigation and early warning. The material presented was not only knowledge-based, but encouraged students to be proactive and responsive to emergency situations that might occur in the school area.
Furthermore, the Health Campaign session focused on the serious issue of the dangers of smoking among students. HCML provides students with an understanding of the dangers and risks of cigarette consumption. This can happen because teenagers tend to have more curiosity and great environmental influence. Through this session, it is hoped that students can change their perception of cigarette consumption and build awareness of the impact of smoking on health and the surrounding environment.
Meanwhile, there were sessions on Basic Fire Fighting Practice and First Aid CPR (Cardiopulmonary Resuscitation).
Basic Fire Fighting is aimed at providing practical knowledge on how to extinguish fires with traditional tools, namely by using gunny sacks. Through this training, students are expected to be able to overcome fires at home or other places that are minimal with Light Fire Extinguishers (APAR) with traditional methods.
The importance of first aid was also implemented with First Aid CPR (Cardiopulmonary Resuscitation) training. The purpose of this training is to provide students with the skills to reduce the effects of injury, smallpox, and even death when accidents occur in the surrounding environment.

This socialization was attended by Cooperation Contractors (KKKS) and contract services companies which are companies engaged in the oil and gas industry.
The event began with an opening speech by the Secretary of SKK Migas, Shinta Damayanti, who conveyed the importance of this collaboration for increasing oil and gas investment in Indonesia considering that the oil and gas industry is a capital-intensive, risky and high-tech industry that still requires the expertise of foreign workers. The management of foreign workers is a concern for SKK Migas considering that the presence of foreign workers is closely related to investment. Currently, the majority of foreign workers in the upstream oil and gas industry are dominated by Leadership/Management functions, most of whom are representatives of the investors themselves.
“We hope that the new policy, which will be socialized this morning, can be one of the good news that can support increased investment and ensure the certainty of upstream oil and gas investors in doing business in Indonesia, especially foreign investors who have capital and competence in working on upstream oil and gas business activities that demand large capital and have technological characteristics and high risk.” said Shinta Damayanti.
Meanwhile, the Chairman of the Indonesian Immigration Analysis Association (PERANIM), Bambang Widodo, M.M., who represented the Director General of Oil and Gas highlighted new immigration policies that will assist KKKS in managing foreign workers in their respective companies.
This regulation took effect after the Ministry of Law and Human Rights issued Regulation of the Minister of Law and Human Rights (Permenkumham) Number 22 of 2023 concerning Visas and Stay Permits and Regulation of the Minister of Finance Number 82 of 2023 which was passed on August 30, 2023.
“This is very important, because with certain and fair services and law enforcement, one of them will further narrow the occurrence of deviations that are unfavorable to the investment climate.”
This socialization event explained about the implementation of the Golden Visa, which is a visa granted as a basis for residence permits to foreign nationals who are devoted to supporting the national economy in a period of five to ten years.
The presentation of Golden Visa implementation was delivered by the Director of Immigration Stay Permit, Drs. Heru Tjondro, M.H. This session aims to provide a comprehensive understanding of the practical aspects and implications of the Golden Visa policy to KKKS.
Furthermore, Immigration Analysis Expert, Ari Budijanto, S.H., M.H., explained the mechanism of immigration control. In this session, Ari explained the steps that must be taken in ensuring effective enforcement of the new policy while maintaining the integrity of the immigration system in Indonesia. The event ended with a question and answer session involving the resource person, Associate Expert Immigration Analyst, Tessar Bayu Setyaji.
The event was closed by the Head of Human Resources and Organization Division of SKK Migas, Daniel Kurnianto. Daniel expressed his appreciation for the collaboration that has been well established with the Director General of Immigration and hopes that this collaboration can continue to be improved to support the supervision of foreign workers and further increase investment interest in the upstream oil and gas sector.

In September 2023, Husky-CNOOC Madura Limited (HCML) underwent an environmental audit organized by the Environmental Authorities of East Java Province, known as PUSAKA Lingkungan, which stands for “Pembinaan Usaha / Kegiatan Amanah Lingkungan” (Guidance for Environmentally Responsible Business/Activities). This initiative was prompted by the implementation of the National PROPER program, focusing on encouraging businesses and activities (Non PROPER) in East Java to align their environmental management practices with the requirements of environmental permits. PUSAKA Lingkungan promotes Corporate Sustainability by encouraging businesses to adopt environmentally responsible practices through a guidance-oriented approach, emphasizing education and improvement over punitive measures.
During the PUSAKA Lingkungan program, HCML Environment and Operation team held technical guidance meeting coordination with Environmental Authorities of East Java Province in preparation for the field and documents verification. The PUSAKA verification result are categorized from lowest to highest as PUSAKA TERBINA PRATAMA, PUSAKA TERBINA MADYA, or PUSAKA TERBINA UTAMA based on the compliance with various aspects, including Water Pollution Control (PPA), Air Pollution Control (PPU), and Hazardous and Toxic Waste Control (PLB3). This multi-faceted approach ensures a comprehensive and effective environmental management system within East Java Province.


Categorization of PUSAKA Terbina Award

Suryo said that HCML production was increasing gradually. “At the beginning of production in 2017, HCML only produced from the BD Field and only flowed about 30 million cubic feet per day (MMSCFD). Currently, HCML gas sales peak production is 250 MMSCFD (million standard cubic feet per day) and is the largest in East Java and Central Java. This number will continue to grow along with the development of new fields, in line with one of HCML’s visions to become the largest gas producer in East Java,” said Suryo.
“Of the three HCML fields, namely the BD, 2M (MDA-MBH), and MAC fields, the HCML KKKS is the largest gas producer, in percentage terms production reaches 30% of total gas production in the East Java region,” said Suryo, during his visit with SKK Migas Management to the GMS field, in Pasuruan, Sunday (31/12).
HCML currently has 3 main fields that have been producing, namely BD Field, 2M Field, and MAC Field. BD Field Production is supported by 3 main facilities, namely the offshore Wellhead Platform (WHP), Gas Metering Station (GMS) located in Pasuruan city, and Floating Production, Storage, and Offloading (FPSO) facilities. The BD field is the only HCML field that contains H2S and is also condensate, so it requires quite complex processing. FPSO Karapan Armada Sterling III is the only floating platform in Indonesia that has a Sulphur Recovery Unit facility. Based on data as of November 30, 2023, the BD field is currently capable of delivering gas sales of 110 MMSCFD with 6,000 barrels of condensate per day.
MDA-MBH and MAC Field
Furthermore, according to Suryo, the MDA-MBH Field is a new field that HCML had started operating in 2022. The 2M field (MBH and MDA) has a configuration of two offshore platform facilities (MBH and MDA platforms) with one Floating Production Unit (FPU) with a gas production capacity of 127 MMSCFD and a gas sales capacity of 120 MMSCFD. The FPU facility itself has a maximum production capacity of 175 MMSCFD and is expected to accommodate gas from other field developments in the future (MDK and MBF). The 2M field first started production in October 2022, after the completion of FPU fabrication and construction work in China which began in May 2021 and sailaway to Indonesia at the end of August 2022. The fabrication, construction, and installation process of FPU Trunojoyo was carried out in the midst of the Covid-19 pandemic, and became a successful example of implementing Agile Project Management by maximizing the latest communication and digital technology in conducting remote control from Jakarta of FPU fabrication and construction work.
Then for the MAC field has a gas production capacity of 54 MMSCFD and a gas sales capacity of 50 MMSCFD. The MAC field consists of a Wellhead Platform and a Mobile Offshore Production Unit (MOPU). MOPU Prameswari 8 has its own privilege, because it is the first MOPU whose design and fabrication process is carried out entirely in Indonesia. “This is part of the implementation of the spirit of SKK Migas which encourages the upstream oil and gas industry to become a driver of the national economy and improve people’s welfare,” said Suryo.
Suryo again stated that in carrying out its production operations, HCML always pays attention to work safety aspects in all matters, both for personnel, installations and the work environment. With production operations that are categorized as high risk, HCML can manage work safety aspects well, as evidenced by the achievement of the 2023 oil and gas work safety award in the form of Patra Nirbhaya Karya Utama. This award was obtained because HCML was able to record the number of safe working hours of more than 17 million working hours, with 4,799 days without work accidents missing working days. “This award complements a series of other awards received by HCML throughout 2023, such as Career Development Monitoring (CDM), Most Optimum Planning & Realization, Best Local Content Achievement, and Maintenance Award for Best in Compliance and Communication,” concluded Suryo.
Furthermore, Hamim Tohari, Regional Manager Office and Relation of HCML who attended this event said, “We are happy and proud because HCML’s operation and production and gas sales flow objectives are in accordance with government directives. HCML production operations so far certainly always pay attention to the factors of safety, health, security, and environmental sustainability. Our gas sales are also to national companies that are beneficial for people’s livelihoods such as the fertilizer industry, electricity and others, so that it is in accordance with domestic sales policies. Of course, indirectly, this helps improve people’s living standards and economic growth.”
“We hope that through the 3 existing fields can encourage industrial growth in East Java in absorbing the potential gas supply from HCML. As we know, in the coming time there will be several industrial developments in East Java, “said Hamim.
For future plans, HCML is currently developing 2 (two) new fields, namely MDK Field which is scheduled to be onstream in 2026, and MBF Field in 2027. “HCML will continue to strive to develop new gas fields to maximize natural gas utilization in Indonesia, this is also accompanied by the aim of supporting SKK Migas in achieving gas production of 12 BSFD (billion standard cubic feet per day) by 2030,” concluded Hamim.
In the same place, Head of Legal Division of SKK Migas, Didik Sasono Setyadi, said, “The MWT agenda is an activity of SKK Migas Management at the end of 2023 in an effort to achieve the upstream oil and gas industry target, which is oil production of 1 (one) million Barrel of Oil Per Day (BOPD) and natural gas of 12 Billion Standard Cubic Feet Per Day (BSCFD) in 2030. This activity will bring messages regarding strengthening work safety aspects, witnessing oil, and gas lifting activities and monitoring oil and gas inventory at the end of 2023 at several KKKS terminals.
With three fields already producing and several new fields to be developed, it is hoped that it will not only make HCML production increase but also become more integrated for more massive production activities,” concluded Didik.
Didik reminded that HCML in its operations always prioritizes the HSE factor above all else, because all the efforts and achievements that have been achieved are meaningless if HSE is not maintained.
Second, Didik also appreciated HCML’s commitment to improve integrity by playing videos about Anti Bribery to all its ranks to avoid reprehensible acts such as bribery, corruption, and so on.
Third, Didik encourages HCML to also be more “high profile” in campaigning for more massive and aggressive upstream oil and gas business activities in order to increase energy security for the national interest. Not to forget, Didik also expressed his support for HCML which gives confidence to the young generation of professionals to control upstream oil and gas operations, which are currently the largest in East Java.







Over the past five years, Husky-CNOOC Madura Ltd. has recorded a proud journey for Indonesia, especially in the oil and gas industry.
This marks HCML as the largest gas producer in East Java and one of the main gas producers in Indonesia.
This was proven in the statement by Perkasa Sinagabariang, as Vice President of Operations of HCML in his interview session with CEO Magazine on 11 October.
In the interview session, Perkasa explained that HCML’s future plans were the result of the hard work that HCML had undertaken.
“We have to consider what (HCML) has done over the past 5 years to determine goals for the next 3 – 4 years,” said Perkasa
HCML has launched 3 gas production fields, the BD field will start production in 2017, the MDA-MBH field will start production in 2022, and the MAC field will start production in 2023. And will add 2 new projects in the next 3 – 4 years.
The launch of 3 production gas fields has its own challenges for HCML, including different field characteristics, relatively small field sizes, also high field pressures and temperatures. HCML has gone through this with a thorough plan in terms of quality, health and safety.
Perkasa also explained that the safety of its employees is the company’s main value. One of them is an understanding of risk management which makes every program at HCML inseparable from safety values.
“From the General Manager to local workers, they must understand that safety is HCML’s priority,” explained Perkasa.
Bribery can be defined as the act of giving or requesting money, goods or other forms from the bribe giver to the bribe recipient with the intention that the bribe recipient provides convenience in the form of actions or policies within the authority of the bribe recipient in accordance with the interests of the bribe giver. This action can threaten business continuity and reduce public trust.
SNI ISO 37001 Anti Bribery Management System (ABMS) was introduced in 2016 in an effort to prevent, detect and overcome the practice of bribery.
SNI ISO 37001 ABMS is an international standard that provides concrete guidance in implementing anti-bribery management in a company. This is very helpful in identifying, preventing and handling bribery incidents in an appropriate manner.
In this regard, HCML has succeeded in achieving SNI ISO 37001 ABMS certification in 2021 and has consistently implemented an anti-bribery management system within the company, one of which is by taking important steps to socialize ISO 37001 ABMS to all its employees.
The ABMS socialization event which was packaged in the form of an interactive seminar to increase the understanding and integrity of HCML personnel was held on October 5, inviting Mr. Amien Sunaryadi Ak., M.P.A, former deputy chairman of the Corruption Eradication Commission and former Head of SKK Migas as a speaker.
Mr. Amien Sunaryadi, Ak., M.P.A explained the principles of 4 NO’s (No Bribery, No Kick Back, No Gift and No Luxurious Hospitality) and COI (Conflict of Interest) which must be important principles in efforts to prevent bribery. This is because both are the basis of actions and thought patterns that must always be remembered when interacting with fellow employees and with HCML business partners.
Monang Tampubolon, Chairman of the ABCF Team HCML, said that there is a need to increase understanding of all HCML personnel regarding the SNI ISO 37001 ABMS anti-bribery management system. With good understanding, it is hoped that every HCML personnel will be committed to identifying, preventing and handling bribery incidents within the HCML environment.











This is proven by the Patra Nirbhaya Karya Utama award received by KKKS which has worked more than 10,000,000 hours without losing work days.
HCML has achieved 15,783,954 working hours without losing work days due to accidents in the period from 1 October 2010 to 30 April 2023. This is based on Minister of Mines and Energy Regulation No.516.K/38/M.PE/1989 dated 29 May 1989.
HCML can achieve this award for its oil and gas safety management system which is carried out consistently and has fulfilled work safety and work environment aspects.
Director General of Oil and Gas (Migas) of the Ministry of Energy and Mineral Resources (ESDM), Tutuka Ariadji, explained that the safety of oil and gas industry operations is a combination of personnel, management and good quality facilities. “I congratulate the business entities that received the award and we hope to maintain this achievement,” said Tutuka when giving his opening remarks.
